Came across this story of "Man caught stealing items through window charged" in the Observer 9/23.
The story could not be helpful to anyone here, but it reminded me of an early, verbal presentation of a wallet in the jeans of a tourist which went "missing" via a fishing pole with a hook and line. From then on, my fanny pack was always clipped around the leg of the bed while I slept.

Switch to humor mode; I'm sure everyone wants to know how I found the story. Well, the private one was from a local who knew the thief. The public/printed story was from the paper itself when I just happend to notice I got a "thumbs up" on a comment I made 4 months ago of people complaining of rising "current" costs from both theft and fuel rises:
Natural gas accounts for 60% of the fuel and does not vary like oil prices. U R correct about theft (connections and meter flipping) but people just don't want to pay more. Could JPS do better? Yes. Incentive? No
