Perhaps one difference is that in my experience with gropers/harassers, they generally prefer to hit on women who are alone or are with other women (not that they won't do it in a crowd, as in the subway, but that they choose women who are not clearly with a man). A sort of macho nod to the "property" of another man, or a desire not to get beaten up?
I don't really think that's better but it is what it is.
For what it's worth it happened in Italy a LOT when I was there as a 17 year old. Talking, kissing, sucking sounds all that, but a lot more "reach out and touch" than even I had become accustomed to in NYC. Somehow they try to play it like it's charming, and it was often attractive younger guys who did it, whereas in NY I associated that behavior with low class unattractive losers for the most part.
All same stuff of course, a power play designed to put a woman "in her place".
