That has been traditionally the case - indoor costs more than outdoor because it costs more to grow (the electric bills on a legit indoor operation is through the roof! The more "cool kids" in California are going solar on their operations but that's costly at the outset). Recently there's been a demand for the good ol' old school organic outdoor that California is famous for, especially now that the entire plant is used/processed in some way - no waste!
Most states don't have a lot of success with outdoor growing, Colorado for example - very short outdoor season, not the right conditions - that's something unique to Northern California and certain parts of Oregon. So until California outdoor can be imported into other states, you are looking at mostly local indoor strains available in place like Oregon and Washington and Nevada.
