We are only talking about 2 weeks until June 1, but the Saturday 5/14 recap story implied sooner. As you wrote, the US airlines collect the tax (vs pay at the counter), so maybe prepaid tickets might not be affected 5/14-6/1/2016. Quote:

I forgot about the arrival tax. One airline site let me display the list of fees of my ticket, and it was as long as your arm.
I've had a ticket which spanned a tax/fee increase and never got hit with a bill. Since the airlines do the collecting, they probably have an arrangement in these cases.
