Hedo, its not a "characterization" - its what the locals of Negril's west end call the property in and around that area (behind Seastar, Love Lane, Summerset Lane). The area Winnie refers to as "the ghetto" is populated by squatters - "captcha land" as its called. Many of the homes have no current or running water. Its tucked there in the back, no tourists can see. I think sometimes people forget where exactly they are when they visit Negril...
