First I have heard of it BP, not to say it don't exist. Here's some old news from '07 and '08 respectively, i'd be surprised if much has changed.
"We are trying to present ourselves as professional taxi operators and when they (insurance companies) see what we are presenting we hope they will come on board," the association's president Williard Costley told the Sunday Observer. However, insurance executives say vehicles operated as taxis are among the highest risk for insurance, with most companies refusing to insure them at all.
As a result, many taxi operators lie to insurance companies about the use of their vehicles and who will be driving them, in order to obtain insurance, thus risking claims being voided.

JAMAICA TAXI DRIVERS SEEK GOVERNMENT REGULATION
The Jamaica Association of Hackney Carriages has written to the islandâ€s Transport Minister, requesting the governmentâ€s intervention to impose a regulatory body that would be responsible for setting guidelines for motor insurers. Taxi operators in Jamaica have been finding it increasingly difficult to obtain cover, with insurers continuing to maintain that they are not obliged to provide cover to commercial drivers if they do not wish to. The Financial Services Commission has told taxi drivers that it has no jurisdiction in the matter, stating that the Transport Ministry is responsible. The Transport Ministry said that the affair was the responsibility of the Ministry of Finance, claimed drivers†association president Willard Costley. Insurance Association of Jamaica vice-president Paul Lalor, responding to a letter from the association requesting that they identify the body with lawful jurisdiction and responsibility for the implementation of the motor vehicle insurance (Third party Risk) Act, said that, while the relevant act requires that all vehicles using public roads to be insured, there was no government body to ensure that insurance was both available and affordable.
