My point is that everyone makes their own decisions as to what they feel is a comfortable "risk". I have rented scooters and small motorcycles and toured the countryside around the Negril area and never felt unsafe, others might not feel the same. But I have also stood on one of the mid level cliffs at Ricks and pussed out. I am a decent swimmer but the jump was too scary for me. But if you were to count the number of people that jump from those cliffs each and every day, the risk is not extreme. How many skiers, snowboarders and snowmobilers are killed in North America every year in avalanches out in the backcountry? 10-20-30? People take risks every day, not thinking about "what if"?
Nobody knows how the guy died, we may never know. Ambulance and hospital or not, he may have been deceased as soon as they got him out of the water. Regular visitors to Negril probably realize if something bad happens they can't expect much in the way of medical care, but new visitors might not.
