The cats are/were there because that island was infested with rats not too long ago. And there was years worth of litter and trash that got somewhat cleaned up at the same time. Let's not forget, this is a popular tourist destination...and at one point, with it being an unihabited island - no one bothered to clean up after themselves and their picnics.

Better now from what I hear.

"probably ruin the fish sanctuary!"
What fish sanctuary? As far as I know, the only fish sanctuary that MIGHT be is at Rhodes Hall...I never knew one to be anywhere else but on Bloody Bay where the RIUs are now and at Little Bloody Bay. One of the rules imposed at both of those places were NO MOTORIZED water vehicles. I'm surprised that there is any marine life left at Booby Cay with all the motorized boats and jet skis that go over there.

Thanks BP for getting that clarification. I was confused moments ago but had an "aha" moment. Aha! So they sold the "public beach access" to Bloody Bay? Isn't that what is in between PV and GLN/Breezes?
